The Ministry of Construction has just declared a natural disaster emergency to repair damage to transport infrastructure along National Highway 1 and the East Truong Son Road.
According to the official announcement, the natural disaster event occurred between November 17 and November 22, affecting sections of the road network managed by Road Management Zone III—specifically within the localities of Da Nang City and the provinces of Quang Ngai, Gia Lai, Dak Lak, and Khanh Hoa—due to heavy rains and flooding.
The disaster caused damage to transport infrastructure at the following locations: Km112+720, Km175C+950, the section from Km404+800 to Km405+000, Km449+000, and Km462+250 on the Truong Son Dong Road; and Km1339+300 (right side), Km1360+860 (right side), and Km1371+1000 (right side) on National Highway 1. These damaged locations pose a direct threat to the safety of people and vehicles participating in road traffic.
The period from November 17 to November 22 has been identified as the time of the disaster event, enabling the Vietnam Road Administration to assess and specifically identify damage to the national highway infrastructure under its management and to issue an order for emergency construction works to remediate the disaster’s consequences.
Agencies and units are required, in accordance with their assigned functions and duties, to carry out disaster remediation activities as stipulated in Chapter IV of Circular No. 40/2024/TT-BGTVT dated November 15, 2024, issued by the Minister of Transport (currently the Minister of Construction), regarding disaster prevention, control, and remediation in the road transport sector. Regarding the Vietnam Road Administration and Road Management Region III, within their respective scopes and management responsibilities, they are to implement disaster recovery activities; this includes reviewing and specifically assessing the extent of damage to road infrastructure caused by the disaster, determining repair and remediation solutions, and issuing emergency construction orders to address the aftermath in accordance with the law.
Upon completion of the emergency construction and disaster recovery works related to the aforementioned emergency situation, the Vietnam Road Administration shall report to the Ministry of Construction to serve as the basis for considering the official declaration of the end of the disaster emergency.
The Director General of the Vietnam Road Administration and the Director of Road Management Region III are accountable to the Minister of Construction and before the law for the accuracy of reports regarding damage to transport infrastructure at the following locations: Km112+720; Km175C+950; the section from Km404+800 to Km405+000; Km449+100; and Km462+250 on the Truong Son Dong Road; as well as Km1339+300 (right side), Km1360+860 (right side), and Km1371+1000 (right side) on National Highway 1 (sections passing through Da Nang City and the provinces of Quang Ngai, Gia Lai, Dak Lak, and Khanh Hoa) resulting from heavy rains and floods between November 17 and 22.
The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing relevant agencies and units in the implementation of recovery efforts for road infrastructure damage caused by the disaster.
